Left-Hand Drive Market: A Process Walkthrough for B2B Importers

Dealer-to-dealer, the left-hand drive (LHD) export channel from China is a timeline business. Each stage has a defined output, a document set, and a cost line. This walkthrough maps that timeline from inquiry to after-sales, using the regulations and lanes that apply to LHD destinations such as Russia, the UAE, Saudi Arabia, and West Africa. For importers in RHD markets such as Kenya, South Africa, or Nigeria, the same process applies with the correct conformities and a different port set.

Inquiry

An inquiry should state the make, model, model year, drive side, and destination port. LHD demand from China concentrates on two groups. The first is NEV: BYD Atto 3 (Yuan Plus), Seal, Han EV, Tang EV/DM-i, Song Plus DM-i, and Dolphin. The second is premium used ICE and hybrid: Mercedes-Benz C-Class, E-Class, S-Class, GLC, GLE, GLS; BMW 3 Series, 5 Series, 7 Series, X3, X5, X7. For Russia, the regulatory frame is EAEU TR CU 018/2011; as of the 2025 EAEU technical regulation amendment cycle, documentation review is strict on VIN and emission entries. For Saudi Arabia, GSO vehicle standards apply. For Nigeria and Kenya, SONCAP and KEBS PVoC certificates are named at inquiry so they are built into the quote, not added later.

Quote

Quotes are issued against Incoterms 2020: FOB Tianjin/Shanghai, CIF destination port, CFR destination port, or EXW dealer yard. The landed-cost build differs by market. For Russia, import duty plus excise plus VAT plus the utilization fee (Утильсбор). The utilization fee is the dominant landed-cost component for older vehicles; 2024 rates raised significantly for non-individual importers, so a quote that omits it is not a landed cost. For Kenya, KRA collects duty, excise, VAT, IDF, and RDL at Mombasa. For Nigeria, SONCAP must be quoted before shipment. GoldenLaneAuto issues quotes with the cost lines separated, so the buyer can compare FOB against CIF and see the destination charges they will pay directly.

Sample

Sample here means a verified unit, not a physical sample in the consumer-goods sense. Before payment, the buyer receives a VIN, photos, and a Pre-Delivery Inspection (PDI) report. The PDI is a multi-point inspection covering VIN match, body and paint thickness, mechanical condition, mileage verification, accident-record check, and fluid levels prior to loading. For used premium stock — Mercedes-Benz, BMW — the paint-thickness readings and accident-record check are the two lines buyers weigh most. For NEV, battery state-of-health and charging history are added. The sample stage exists to remove the gap between listing and unit before a deposit moves.

Production

Production in this channel means allocation, not assembly. Once the unit is confirmed, the vehicle is allocated to a loading port: Tianjin (TXG), Shanghai (SHA), or Guangzhou (CAN). The export documentation set is prepared: commercial invoice, packing list, B/L, China customs export declaration, COO (CCPIT), and destination-market specific certificates such as SONCAP, PVoC, or SASO. For LHD Russia, the EAEU TR CU 018/2011 conformity documents are prepared alongside the China customs export declaration. For South Africa, used passenger vehicle imports are broadly restricted; limited categories are allowed, and transit or transhipment via Durban is common to neighbouring SADC markets. The production stage therefore confirms both the unit and the document route.

QC

QC is the second checkpoint before loading. The PDI report is re-checked against the VIN, and the destination certificate is verified as valid for the named port. For Kenya, KEBS KS 1515 and PVoC apply, and the vehicle-age limit is a maximum of 8 years from year of first registration; QC confirms the first-registration date before booking. For Russia, the utilization fee category is confirmed, because the 2024 rate change for non-individual importers affects the landed number. For Nigeria, SONCAP is confirmed as issued, not pending. QC output is a loading release: VIN, port, mode, and certificate reference. No release, no booking.

Shipping

Shipping mode is set by lane. Shanghai to Mombasa (Kenya) supports RoRo and container, with typical transit of 30–40 days. Shanghai to Lagos (Tin Can / Apapa, Nigeria) supports RoRo and container, with typical transit of 35–50 days. Tianjin to St. Petersburg or Novorossiysk via transhipment is container only, with no direct RoRo, and typical transit of 45–60 days; RoRo to Russian Black Sea ports has been intermittently constrained since 2022, so container is the dominant mode. Shipping partners are major car-carrier lines on China-Russia, China-MEA, and China-WAF lanes, including Wallenius Wilhelmsen, Höegh Autoliners, NYK, Grimaldi, and COSCO. The B/L is issued against the confirmed certificate set.

After-sales

After-sales begins at destination clearance. The document pack handed over includes the B/L, commercial invoice, packing list, COO (CCPIT), China customs export declaration, and the destination certificate. For Russia, the importer completes EAEU TR CU 018/2011 registration and pays the utilization fee. For Kenya, KRA collects duty, excise, VAT, IDF, and RDL at Mombasa. For Nigeria, SONCAP is presented at clearance. For Saudi Arabia, GSO vehicle standards are the reference. After-sales support covers document re-issue, VIN clarification, and parts identification. It does not cover customs evasion or sanction bypass; those are outside the channel. The timeline closes when the unit is cleared and the document file is complete.

Across LHD and RHD destinations, the process is the same sequence: inquiry, quote, sample, production, QC, shipping, after-sales. The variables are the regulation, the certificate, and the lane. Importers who set those three at inquiry receive a quote that matches the landed cost, and a timeline that matches the port.
